Cluster Buildings into Mini Grids

The purpose of this tool is to optimize the placement of a mini grid site by ranking potential clusters of buildings.

Although the initial version of this tool ranked potential mini grid sites by cost per connection, we would also like to encourage models that rank sites by other criteria.
