The purpose of this tool is to identify households that might not have access to electricity. The assumption is that households located far from a distribution line are likely to lack electricity.
It is important to note that proximity to a transmission line does not mean the household has access to electricity because transmission lines are designed to carry power at high voltages across large distances. A substation with a step-down transformer is required to step-down the voltage for use by a consumer.
